Synopsis
改革开放的春风吹入农村，清河乡人民富裕了。乡政府决定对乡里的万元户挂匾表彰。乡镇企业办公室主任贾怀仁被派到七里铺了解情况。恪守不露富准则的万元户王满福，推说没钱，拒绝挂匾。而他弟弟王满喜唯利是图，并与贾怀仁相勾结。王满喜想与活财神信用社李主任攀亲，儿子却爱上了演员魏娜。贾怀仁为王满喜挂上了金匾招凤的金匾。没两天，金匾被人抹了牛屎。可王满喜坚信将来表彰专业户还有他。
