Synopsis

任长霞（刘佳饰）上仼登封公安局长伊始，率先垂范，狠抓机关作风，对违纪警员毫不留情，很快赢得全局干警尊重。不久后，在群众帮助下，抓获了房聪（徐涛饰）犯罪团伙。为落实控申工作，她设立了“局长接待日”，极大方便了广大群众的上访。任长霞还收养了一名因矿难失去双亲的孤儿，她的善举得到了全家人的理解和支持。任长霞和副局长黄可力（白凡饰）乔装侦察，一举破获了危害一方安宁的砍刀帮，同时把十年未破的陈年旧案摆上工作日程，她派展风（任泽巍饰）接回背井离乡的受害人申大娘和尚大妈，两位老人非常盼望早日为孩子申冤。就在仼长霞去郑州汇报案情返回的路上，车祸发生了......
