Synopsis
东晋初年（317—420年），清官遭陷害，黄初平冒险呈送“万民折”。为受害清官胡咏江大人解救家人。此时得罪当地贪官刘知县和恶霸张百万，两恶人仗朝中有人，设毒计陷害黄初平。黄初平智慧超人，抨击邪恶势力，用善行感动乡民，带领百姓战胜自然灾害，扬善惩恶，除暴安良，为百姓治病救灾，得到百姓们的拥护爱戴。
