Synopsis
古平县受自然条件的影响，干旱，贫穷。清正廉明的县反贪局局长安福年接到一封群众来信，举报修建古平中学教学楼中存在的严重问题。安福年面对恐吓威胁和各种压力，他毫不退缩进行深入调查。终于查清在这起侵吞修建教学楼捐款资金索贿案中，县长梁辉正是此案的主犯，并发现大楼质检合格报告也是伪造的。在县长梁浑的坚持下，为教学楼落成剪彩时，不幸的事情终于发生了，大楼坍塌了。伴着隆隆的雷声，主犯梁辉被戴上了冰冷的手铐。
